Huatli's last ability not playable on a full hand

This was totally counter-intuitive and puzzled me at first before I realized I couldn't cast it on a full hand.
While I understand it draws cards, sometimes we just want to use it to generate mana. And yes, I know you can always dump cards from hand if you want to, but doesn't seem like a very intuitive restriction.
Not being able to cast it on an empty board is perfectly fine...

I have not really observed how other planeswalker abilities behave lately but this was the one that stuck out for me.

    Others now behave this way too, like Sarkhan and Ob Nixilus and you can no longer use Lilliana's first if the opponent has no cards.

    Ob nixilis I understand as it would lead to the ai killing itself for no reason. Same for Sarkhan.
    Now for lili there is some debate about whether it would be relevant for the ai to do it on an empty opponent hand... 
    For Huatli we are talking a minimum of 8 mana after all. I mean I get that her last ability should not be trigger able on an empty board.... That would be a waste. But not stopped on a full hand.
