Arch of Oracza card draw does not trigger Jace2's 3rd ability

Every other draw seems to, so it's as if this is a "fetch" ability instead which isn't what the card says. (The bug might be from some other reason, but everything else that says it draw a card activates his 3rd ability "+4/+4 on card draw" every time.

    I don't have the Arch, but I can suggest a way to test if it's fetching instead of drawing. Using it with a bunch of cycling cards and New Perspectives would be the easiest. If you don't have NP, the various monuments with creatures of the appropriate color would work. In either case, if the Arch draws a creature/cycling card with a monument/NP on the board, it should gain mana. If it doesn't, Arch is almost certainly fetching cards instead of drawing them.
