Blood Sun does not trigger on Opponent's Turn [Investigating]

Title covers it.  When the support loses a shield on your opponent's turn, the effect doesn't trigger (you don't draw a card). This doesn't match with the text on the card.

    Correction...it does trigger on your opponent's turn and they get to draw the card.  Spiffy?
