Call to the feast is bugged [Investigating]

The way the card is written now it should create the token, THEN check if you have two vampires and if you do reinforce all your creatures.
Unfortunately I repeatedly had a board with only Elenda out (a vampire) and cast Feast, and it didn't reinforce my creatures.
Please confirm this is a bug. If it isn't,  the card is not that useful given its cost.
