    Don’t we also have to consider how Ugin messed up Tarkir by existing there in the first place? The story pretty heavily implied he’s not from there, and introduced the dragons that came to lord over the plane much like how Azor messed with all the worlds he came in contact with. 

    The plane might not not have been locked in its wars if the dragons didn’t exist there in the first place.
