Thaumatic Compass bug? [Investigating]

The flip side of this card, Spires of Orazca, says the opponent's first creature has its power set to 0.

However, it doesn't seem to be working that way. It will apply the change to zero FIRST, and then apply any buffs or reinforcements.

For example, Elspeth summons her tokens. The first one comes out and is set to 0/1. The subsequent ones add to it so it becomes 3/4, rather than 0/4.

A creature-boosting support will raise it above zero as well.

This doesn't seem to be working as intended, as this pretty much makes it useless.
