Goon powers. Order of operation?

I know you can cycle through the goons to see who fired the power, but is there any way of knowing which one will fire their power?  Is their a hierarchy of maggia (ie don higher than hitmen, etc)?  Is it dependent on level?  Is it dependent on starting position (ie middle, left, right) on the select screen?  Is it random?

    Its random. Every turn there’s a dice roll that that a power will fire (if they have the AP for it). No discernible order other than powers firing in color order from red to black.

    If two characters have abilities in the same color, be they goons or otherwise, it believe it works like this:

    1) AI randomly chooses character A or B
    2) If selected character has enough AP to use ability, they do
    3) If selected character does not have enough AP to use ability, nothing happens with that color that turn
    4) Repeat process next turn
