Per the Apple Developer Guidelines (3.1.1):
Apps offering “loot boxes” or other mechanisms that provide randomized virtual items for purchase must disclose the odds of receiving each type of item to customers prior to purchase.

This should apply to any purchase in MTGPQ that includes card packs, such as the color bundle packs. It could also be argued that this would also apply to any purchase that includes mana jewels, because those jewels can only be used to gamble on an Elite Pack. Since mana crystals can be used for unlocking addition deck slots or purchasing Planeswalkers, direct sale of crystals for real money would likely not be covered by the disclosure requirement.

Of course, they could avoid the disclosure requirement by removing direct sale of card packs, and adding a new way to spend mana jewels (another deck slot for each PW). This would create some doubt as to the necessity of using the jewels to gamble on virtual items.

The Terms of Use link inside the game redirects to the Legals disclaimer on the D3 website. You can also find game specific Terms here. Both the overall Terms of Use and the MTGPQ Terms of Use have not been udpated since January 1, 2016 at the time of this post.

Interestingly, Marvel Puzzle Quest was updated earlier this week and that game's Terms of Use has not been updated since January 1, 2016.

Insight into the required information could be the direct reason for the delay in the current update.
