Black Bolt power bug

I apologize I don't know the name of the power, but I had a Black Bolt team up that raised the powers of a selected hero by 1 level. I used this on Classic Gambit (currently only has Ragin Cajun) which gave him level 1 Stacked Deck temporarily (prevents others from using red/purple powers). After Black Bolts power wore off, my other heroes still couldn't use red/purple powers due to Stacked Deck. The other part of Stacked Deck (gaining purple each turn) stopped working appropriately.
