As I have done with the other Shield Training event, let's see what your leader board looks like.
How many at 7000?

Currently I am at 5000 in 12th. I will get 6000 soon. There is 1 person at 7000 full progression.

Different leaderboard from yours, Rockett, but very similar.  One with 7000, nine with 6000 (including me), ten or more with 5000.

Honestly these numbers seem very realistic and fair.  From what I'm reading, that avg 1000k man bracket is avg

1 player who can champ  === big buy club spender
5-10 players who get to 10 covers. === 1% of the bracket got top prize,  which is pretty consistent with their other prize structures.

    Wolveroach's bracket:

    3 at 6000

    1 at 5600

    2 at 5000

Wolveroach has no Nico, no America, and is languishing on 1100.

Moon Roach's bracket: It's the same one, which is unusual.

Moon has a 4/2/1 level 152 Nico, and a 1/1/1 level 78 America, and has 3600 points.  Being in slice 5 of Enema of the State, I won't get the progression cover in time, so that's where I'm going to stay.

I think my biggest issue with S.H.I.E.L.D training may be personal. To me, I associate the concept with getting to know a new character, or try out some stuff in a sort of no-penalty sandbox. My own personal Danger Room as it were.

As far as the game goes, I want to be able to have that new character as a loaner for more nodes. I want to play around with them and get a feel for them, what I can do with them, and convince me *why* I want them. Convince me why I should put extra effort into developing this one now, over others. Are they just that good to play with? Are they okay but they potentially fill a hole in my roster where I can have a team with great synergy that I don't currently have?

I have no issue with gating the extra cover or high level rewards as "Bonus Missions" or some such. My issue is solely that, to me, the name of the event implies a certain kind of setup that's pretty much completely missing from the event for most players.

Towards the OP question - my bracket - top 10 has:

    2 7K
    3 6K
    4 5K

and then it falls off sharply to an average of what looks like 2K for the rest of the bracket (or at least down to me sitting at #47)

    #1-2 7k
    #3-4 6k
    #5-10 5k
    #11 4.6k
    #12 4.4k
    #13 4.3k
    #14-15 4.2k
    #16-20 4k

    I'm #4 with 2/3/3
    3+1 pve placement+alliance
    2 pvp placement
    1 shield training
    1 pvp progression.

Personally I think the most important reward for shield training is the new character cover, no real complaints this time since all 3 required characters are in tokens.

It *is* kind of nice to get the 10k bonus iso for playing hard, but not really important to me. The legendary token I always considered an amusing extra for the whales, for whom I doubt it makes much of an impression.

Maybe it could have been pushed back /extended to overlap pve progression rewards, for people who have not been as lucky in getting covers to get further along the 1v1 track to try out America, but all considered, again it's, well. A little more cp and iso, and the hardest part is still having enough Nico covers to get the America cover, which really sucks compared to previous special events for new characters like Antman,  Cho, Coulson and the Guardians, which you could get as long as you could beat the nodes with your roster, however weak.
