You may want to exchange the placement of two of the Lightning Round rewards. Currently it's better to receive 2 Heroic Tokens than a single Lightning Round token. Alternatively, you could enhance the Lightning Round token's odds, or improve the accompanying rewards, perhaps adding some small amount of Hero Points to the Lightning Round token reward levels.

As the math stands, there's a 1.2% chance to get a Hood cover out of a single Diabolical token. With two Heroic tokens, there's a 1.5872% chance to get the same character cover. I won't go into the other benefits of getting two tokens over one. You may also notice players are jockeying for position more in the 25-50 range as opposed to the 24+ range, where people actually tank in hopes of dropping down to 25-50.
