Hazard tiles need to be fixed, esp in Versus

Hazard tiles were already a bit of an issue in Story events they appeared in. Then we had a Versus event using them and it was more of an issue. Now another Versus event is running with hazard tiles, but this time with Carol Danvers boosted. Oh, and X Force Deadpool too, though that’s a lesser issue.
To clarify the issue, the AI is getting free countdown tiles while a character that greatly increases the strength of special tiles (almost definitely strike, and probably attack with C&D boosted) is boosted to increase the increase even more. Hazards desperately need to be fixed before they are used in Versus.
1. Make the Hazard Tiles be a unique tile type. Similar to the Repeater Tiles before them, Hazards could be recoded to not be countdowns, thus taking away the interaction that provides an artificial boost to heroes that specifically interact with countdowns. This is the most important change that needs to happen to bring balance.
2. Have them spawn for the side whose turn they appear on. This is less important with the first change, but still balance out the hazards (and shouldn’t we be throwing snowballs at them too?)
3. Don’t boost  characters like Carol, Coulson, Drax, Hawkeye, or Goblin if they remain Countdowns. Of course, they’ll still use Carol, but really, don’t boost her too.
