When Omniscience is cast from your hand, it consumes one of it's 4 shields in the casting and can enable you to cast 3 cards from your hand, but when it is brought into play with a card like Whir of Invention, it comes out with the proper 4 shields and casts up to 4 cards. It also comes into play with the proper 4 shields when it is brought into play using other special summon methods like Starfield of Nyx or Refurbish. Omniscience only consumes one of it's own shields when it is cast from the hand. If an Omniscience is already in play and a second Omniscience is cast from the hand, 2 shields are taken from the Omniscience instead of 1. This further indicates that the bug is with the actual casting of the card.
