Fate is Rarely Fair recharge time is wrong

I just checked the official page of this event but can't find the answer, nevertheless, today's event recharge time or The initial of charges of the nodes seems to be wrong.

When I started to play by 8pm UTC 10pm in France, the nodes were already fully charged. 

But this event started at 4pm UTC and in my memory, the initial charge should be 3 and not 4 so that when I started to play, and supposing that the recharge time is 4 hours, my nodes should be at 4 charges and not full.

Please correct me if I'm wrong. By the way, this event was already created 2 weeks ago and I join it at that time. Maybe this explain the fully charged node I noticed.
