Everywhere at Once not stealing AP

I tried Nightcrawler in the shield training this morning, and fired Everywhere At Once a few times. 

Aside from the disappointment that it's not team damage, on neither occasion did it actually steal the indicated color of AP, or, as far as I can tell, any AP at all.

    Ok I had this happen again, in the thick as thieves loaner node. The enemy team has 5 yellow AP. Everywhere At Once indicates that the strongest enemy colour is Yellow. I fire Everywhere At Once. The enemy AP bar does not pop out to indicate a change in AP. The enemy team still has 5 Yellow AP. I still have 7 Yellow AP.

    possibly a problem with all goon nodes, where everyone has the same match damage in all 6 colors? I thought we had gotten past that.
