Why is 5* First Avenger never leveled?

Goblin, thanos, wolverine close 2 every month twice. 2* and 3* Avenger is leveled sometimes but why is 5* blocked then?

    I guess he's wondering why he never gets 5* Cap from Classic Tokens.


    The answer would be that the game is doing him a favor.
