Is MPQ available for PC?

in MPQ General Discussion
I want to be able to play the game on my Windows laptop at home and on my phone when out and about. Is there a version you can install on Windows with the same Apple account? I've searched google and I've encountered some questionable sites so I wanted to find out a safe and legitimate place to download.

    And you can get it for Steam as well, which is what I'm on.  I generally have no regrets.

    The only times I hate it is if I'm on vacation and can't be in areas with a laptop.  Most of the time it's in a theme park or a casino.  I try to do the most important things I can while traveling/vacation (usually DDP).
