There is no "list" as such, just what IceIX said here and there.
Spider-Man (Classic) is first in line to be reworked. And it's confirmed that he'll be reworked one day.
Other than that, they mentioned:

In order, starting from soonest:
Invisible Woman (Classic) [finished]

so they drifted from the list a little as they addressed astonishing wolverine before x-force...but looks like m.hawkeye should be next after xforce.0 -

Any idea what they are gonna do to mhawkeye? I have full covers (as tokens have been giving them even i dont really want him on my team) havent yet put any iso on him. But as he is complete now i have been thinking fattening him up since i have extra iso. But is it good idea at all, is it gonna be buff or nerf?0

C mags already got 1 fix. He may very well be finished, not pending.0

C.Mags...i strongly believe was a tooltip fix. a known bug and just corrected but now a power/gameplay adjustment. I think he's still on the list personally.0

He only needs minor tweaks to be very good but he's not required much. Save your ISO for others. By the time they come around to him, you may very we'll be in 3* land. I love him though. Hope he becomes viable soon.0 -

At this point I doubt there is a "list.". Reasons against it:
1. Power creep.
Last few characters have been either massively powerful on par with anything of magneto and Spiderman overall..meaning off AND def (bp/lt), ad one of the best color moves in the game (shieldbro red), or were a tricky support character who may or may not turn out to be great (atm..he is useless to mediocre to above avg depending on the team). Fury looks to be really strong, and even has a blue and purple that might make him a selection over spidey or magneto. Nee characters might follow this trend.
2. Not as big a deal.
Mags and spidey dont break the game the way the last 5 big characters nerfs did. Those 5? Loki losing his purple Forrest fire (supposedly ridiculous..I never saw it), red rag (it could win games by turn 2 easily, quickly, and with no thinking when you started with ap boosts), thor (he wasn't op as much as he could have stayed exactly as is and been a top tier 3***...so op for his tier...and they MAY have already thought of making a 3*** variant by then), 2** wolvie (best green in the game...on a 2**. Yellow got nerfed, though it didn't necessarily need it, as a way to differentiate the wolverine characters), and then venom's black (coupled with spidey it allowed ppl to use 1 3*** and a unleveled 1* and beat teams of max 3***. With a total of +6 ap to start at the time thus was even more ridiculous than it sounds as +6 blue/purple allowed you to drop 4 web on turn one, more than enough to grab one more blue match the next turn and the only black match you needed the turn after that.
3. Negative response post both of the major changes of recent (funbalance...meaning tholverine...and rag red).
Unless its truly breaking the game, its not worth the negatives of doing the nerf. Mags and spidey are probably not even top 5-6 most used characters...both seem to be quite rare as rewards....and many ppl avoid using them for one reason or another anyway. On the other hand, rag was running rampant and tholverine were the most used charactees in the game...simular to seeing obw on every team except having better health (free heal for wolvie every turn =better) and being offensive juggernauts instead of irritating support characters. Mas/spidey don't fit that.
4. No benefit to devs.
Mags and spidey aren't a huge deal as some seem to think. They aren't overused, and they aren't defensive gods that ruin the fun for others (Rag=nightmares), and they dont mess with the progression structure like tholverine (no need to spend money on getting 3*** due to them). They push out ew strong character ppl want with an easier time to get fast enough that any negative for thier bottom line by these two is trivial at best, if anything.
As for buffing, nobody cares about 2** anymore (they never said which Hawkeye was being buffed..could have been the 1*) and they would better use a cool new mechanic or move on a totally new character than a cover ppl already are mostly maxed with or bored of. That works for both Hawkeye (nobody cares anyway...everything has moved into 3*** for relevance now sans obw) and xforce.
5. The devs flip what they care about often and don't have the time anymore
The game started put supposing to be a bunch of alts. Then they said New characters mostly only. Then they started doing the whole lazy thing. Now they are doing alts again (possibly lazy alts..we don't know yet). Hey have changed pve and PvP constantly (sometimes on purpose..sometimes not), they have changed pay structure and play structure.... One thing is for certain though...they havent show. To actually purposefully revert to an old way of the game functioning. I think "old" nerfing is somewhat on this list. Nerfing characters within days of dropping they are doing, as its immediate, its what they have been working on, and they PTO ably know the issue and how to fix it..they just ran put of time post release. Add fto that the fact that the much faster schedule of character release they have and its not surprising the nerfs are either back bakc back back back burner or gone altogether (along with these specific buffs).
In short, why would the devs spend thier already limited manpower buffing and nerfing characters that won't increase, and are not currently decreasing, thier money flow?
Side note: if mags and spidey do see nerfs.....don't be too surprised if you see a lazy 4**** version pop up very soon after. They do happen to be the #1 most popular hero and villian of the entire marvel universe afterall... ans the falcon release shows that they are taking movie releases I to account with what they are releasing. Missed the boat on british Spiderman 2 , but from the reviews it might be good to have waited for the next ferry anyway.0 -

3&4: If this were the case, no game would get balanced, ever. A negative response means some people may care enough to leave the game. However, a poorly balanced game, or a game where it feels like you'll never be able to compete against character X without an X of your own will have a sharper negative impact than a series of balances (provided the game is still fun afterwards - given that you're arguing these characters are irrelevant due to power creep among new 3*'s, there shouldn't even be a negative reaction b/c no one is using them - a sort of counter-argument to yourself). Plus, half the remaining characters on that list are set for buffs. They have every incentive to do that b/c it drives up the intrinsic value of those covers (not so important for Hawkeye but very important for Wolvie S&V).
5: Purely subjective based on point of view and my opinion differs from yours. I think we'd both agree that they care about making a great game and one that is profitable enough for them to keep doing that. How they go about making it fun may differ b/w their points of view and yours and mine. C'est la vie.
Your assumption that Mags and Spidey aren't decreasing their money flow is a fallacious argument. It's not possible to know whether their revenue streams would be higher if those 2 characters were more balanced (thus causing less personal and community scaling, and making the game more playable for everyone - see there's a potential argument that it is decreasing their revenue streams).

Loki's forest fire essentially turned the entire board purple. It was kinda nutty as it could feed itself. They changed it to swaps now and it now takes too long and is very random/ineffective. it IS only 5 ap purple which is doable...but...nothing to write home about. He's just not that great in most situations sadly. I was hoping he would have some kind of scepter ability...0

I hope they do more of these changes soon. There is no hint of funbalancing in R52 notes though.0
