4* availability in legends tokens

Due to the availability of all 4* in both legends tokens the chance to get a 4* fully covered is ridiculously low. 
How about making the latest twelve 4* available only in the latest legends tokens and all other 4* in the classic tokens like with the 5*?
This would improve the chance for new players to get to 4* land quicker and be more satisfactory overall as the pull rates would be at least acceptable.
