Loki + 4* Capt. Marvel interaction bug

Executive Decision fails to fire on first of mischief countdowns reliably.

    It's more of a display issue if I am not mistaken.
    It happens when multiple tiles expire in the same turn.
    First tile, no buff
    Second tile, double buff. 
    You get the desired effect, just... later

    Its not totally display. If there is change in number of spec tiles while resolving you get different result than bug-free resolve.

    It's not a display bug, and it's not limited to Loki or Captain Marvel. Basically, the game seems to let the first two tiles expire first, then trigger once, then alternate between tiles expiring and passives triggering until all the tiles are done expiring, and then you get one extra trigger at the end. So you get the correct number of passive triggers, in a slightly different order than you might expect.

    You can tell that it's not simply a display issue in the case of something like World Rupture and Executive Decision (and a strike tile out). The first two tiles expire and deal damage boosted by the un-strengthened Strike tile(s), and then any subsequent expiring CD sees the damage increase from the strengthened tiles.
