Vizier of Tumbling Sands vs. triple disable?

I had a large drake token that was targeted in a single turn by 1 Desert's Hold and 2 Cast Outs. Over the course of the next two turns I both cycled and cast a Vizier of Tumbling Sands, and the token was not enabled. I've never had Vizier fail before, although I've never used it against Desert's Hold either. Is this because of some unique wording of Desert's Hold that I'm unaware of, or it it a bug relating to the multiple simultaneous disable effects?

    Desert Hold disable the first slot until the support gets removed. This is unlike Cast Out, which disables the critter.

    I've noticed this too. This happens with Desert's Hold by itself as well. After you cycle Vizier, the drake token is disabled, but as soon as another drake token is created, it gets disabled again. Casting a Vizier does nothing.
