Who to level-up?

Managed to save-up 150K+ iso, thinking now who should I level-up. I have Patch, C Mag and Psylocke at 141, Spidey at 110 (and I don't want to give him more levels because of synergies with OBW espionage). I have almost everyone cover-maxed, besides BP, LT, HT and obviously Falcon.
So - who should be my next 141lvl?
Hood? I really like his ap-stealing..
Lazy Cap? A lot of HP and good (but slow) red and blue skills
Hulk? Would be an obvious choice, but I have it at 5/5/3 and IMO he's quite worthless if he does not have 5 black
Doom? I like him, but sooner or later I'll get 3 missing BP covers and BP's black is just simply better
