Announce major game changes to playerbase in advance

Yet again D3 have sprung a huge change on their playerbase with zero notice, why not take the novel approach of mentioning these things in advance and allow us to be prepared for the impact of such changes, it has been shown on numerous occasions that as a group we are good at spotting bugs, unintended consequences of changes, etc that have been missed by the devs so why not take advantage of that fact by giving us the news before it goes live ingame.
