Lay Claim on Angel of Sanctions kills the Angel of Sanctions

Playing against ToZ today I played Lay Claim on Angel of Sanctions.  When it came over, its ability activated.  The AI had a Vizier of Many Faces on the board that was not hexproof.  It would not let me select the Vazier even tho it wasn't greyed out.  When I hit "select" anyway, it killed the Angel.

    The first time this event ran, I tried to steal the Angel with confiscation coup, and did not get the Angel at all. It just died and placed an embalm activation gem on the board for the opponent.
