Instead of just doing what it says on the card, it has been programmed to do other events.
First it gives prevent damage to the 2 selected cards. Then it does max damage to all cards on the board. The prevent damage should protect the 2 cards selected.
Problem is if selected card is disabled, the prevent damage does not protect the card from damage and therefore is destroyed.
Furthermore, if any other creature on the board has prevent damage, it survives. Which is really strange since it has been decided that prevent damage does not protect from destroy and this is what it says on Tragic Arrogance .. "destroy"
This card is a jumbled tinykitty mess.

As far as the first part of your post is concerned, any affects a card has when disabled are nullified as long as the creature is disabled.
If a creature has hex proof, prevent damage, or any flavor text abilities, those abilities are also disabled when the creature is disabled.0 -
I am not sure what your point is @Sorin81. Are you saying that I can not select a disabled card as the choice to not get destroyed because it is disabled? I do understand that all evergreens are non-existent on a disabled card. However the selected card should never be targeted by the "destroy" from tragic arrogance if selected.1

Yes that is what I'm saying @Skiglass6 .
If you give a disabled creature prevent damage, vigilance, lifelink, defender, etc. those abilities are also disabled.
You can't give a disabled creature defender and expect it to block for you. It won't.
Likewise, giving a disabled creature prevent damage does not protect that creature from damage.1 -

As you can see, It should not matter if the creature i choose is disabled or not. It states destroy all other creatures. So nothing should happen to selected creatures. Also,if any non-selected creature has prevent damage it should be destroyed because prevent damage is not immune to destroy.

I have disabled opponent's 1st creature and have cast prevent damage on my second creature. Rhonas already has prevent damage. I am casting Tragic Arrogance and have selected my 1st creature and opponent's disabled 1st creature. Here is result.
