Don't allow countdown-hastening powers on stunned targets

When a stunned character has a countdown and a teammate's power reduces the countdown to zero and the stunned character fires the power and then continues to be stunned, it feels broken.

I get that there can be a specific strategy element to this, and there are relatively few characters who have the ability to alter countdowns in this way. I get that not every function of the superhero video game needs to follow real-world logic, but this doesn't sit right with me (and not just because it is used against me more often than I'm able to benefit from it-- looking at you, Boss Green Goblin + Maggia Muscle).

If the character is stunned and the countdown is forcibly moved to zero, the tile should sit at zero without resolving until the affected character is no longer stunned.

Alternatively, the tile could disappear without triggering the power, but that is probably a bit much and would be exploitable against specific characters.
