Cycle 3 stars in the packs

Currently as I see it the only time a 3 star cycles out is the rare time when a new 3 star comes in.   This makes some very common and others very rare.  You should cycle one out with another 3 star every time you cycle a 4 star.

The new player base would have opportunities to get some of the other character and still have plenty of time to champ them.

    Bonus heroes (as far as 3*s go) is a pretty good way to collect a 3* not currently available in packs; 5% of all elite tokens and slightly less from heroic tokens (plus about 1/43 of standard tokens) adds up pretty fast, plus, they're still available as event rewards (progression as well as placement) and in token vaults such as for Taco Tokens. 

    In my opinion the 2*-3* transition is still in pretty good shape.
