Retaliation Benefits

Is it possible to actually benefit from a retaliation war? If I fight someone even with me, I think I get more than my opponent loses. So (barring time limitations and other attackers) couldn't we both slowly climb the ladder in events? I'm thinking of those early situations in tournaments where the max opponents I see are no higher than I am. The build wouldn't be huge, but it might get you over a benchmark goal. If retreats work, time isn't an issue either.
