Greenbelt Rampager - Reinforce bugged?

If you have an existing Greenbelt Rampager on the board and cast a second one to reinforce it; if there are not 2 energised gems on the board it removes both monsters completely and only restores one of them to your hand. Surely you should only lose the reinforcing card and keep the existing one on the board?
