curious, what prize is offered for those below platinum level on the 140 points (200 previously) 

platinum still gets a basic booster....

You can view the rewards for all mastery levels by hitting rewards on the event screen prior to joining an event.  But to answer your question, it's a basic booster at 140 points for every tier.
