Authority of the Consuls not disabling until AFTER creature has affects

With Authority of the Consuls in play, a Tyrant of Valakut was able to deal it's damage when it entered. However, upon entry, the Authority' card disables any creature entering.

Somehow the priority of the Authority card is now SECOND to the creature cards, which was not true, before the last patch.

    Actually, that's not true.
    AoC never prevented come into play effects from creatures.

    Actually, I'm pretty sure it did.. The card text states "upon entering the battlefield " so not sure how that means "after the creature has done its effects"...  :/

    aoc does not prevent etb like claustrophobia would.
    there's discussion about it somewhere before the
    update.
