Cast Out not disabling Mizzium Meddler's ability

When Cast Out is active on Mizzium Meddler, it is for all intents and purposes disabled. But when the AI makes swaps, the ability kicks in and applies mana deductions to the first card in my hand. extra Note: Mizzium correctly does not attack or defend as per norm. Just its ability is not disabled.
