Creates (unspecified=any) color invis tiles - should be - convert basic purple to invis tile.

Sounds like they're just using "creates a [colored] [tile type]" as shorthand for "converts a [colored] basic tile into a [tile type]" which parses fine. What other definition of "create" could they be using? You can hardly add a 65th tile to the board.
I agree that the wording could be sharpened up to clarify the difference between:
Red strike tiles (for example) being created on Red basic tiles
"Create three Red Strike tiles"
Red strike tiles being created on any color of basic tile
"Convert three basic tiles into Red Strike tiles"
Strike tiles being created on any color of tile (and retaining that color).
"Create three Strike tiles"
"Create" seems like a fine shorthand here as long as it's used consistently.
There's additional consideration to be undertaken when describing the difference between a tile that is generated randomly vs one that is placed by the player. In those cases (in English, at least) I think "convert" is probably the correct term to use here, as in:
"Convert three chosen basic tiles into Yellow Protect tiles" (tiles can be any color and become yellow)
"Convert three chosen colored tiles into 2-turn Countdown tiles..." (tiles can be any color and retain their color)

Convert = uses already existing tiles, if less tiles exist than power max, output is less/none.
Create = Places specified tile no matter what.
Basically convert with no original tile limitation. (excluding tiles same as output will be is ok) Always creates max output.
