5* Steve worth leveling at all?

I love RNG!  It has blessed me with my most highly covered 5*: a 2/5/4 Steve Rogers

My other "usable" 5*s are:
2/4/2 375 Black Bolt
4/1/2 320 OML

I have a big pile of champed 4*s, just to round out the picture of my roster.  I mostly play both pvp and pve with BBolt + best boosted 4* for the week.

I'm failing to see how Steve would really help me.  Seems that his yellow is his best power and that's the one I have at 2 covers.  Black Bolt isn't team cap, so there's no benefit to playing them together other than simple color coverage.  

Is there anything here that I'm missing or should I just keep on ignoring him?

    Ignore your St5ve with 2 yellow, St5ve without his yellow is horrible...Even if you had 13 covers i would not level him untill you have another 5* at 13 covers.

    So just focus on your 4* for now! :)

    I would ignore him. Not sure what is your current MMR in PvP but if you level him you might end up in pure 5* MMR with 3 underleveled heroes. And that will not be a fair fight against championed Bolt and Thanos ;)

    That's what I thought.  All that work to get 5* covers and I get the worst one.  He's been buffed and is still not useful.  Whomp whomp.

    He is usefull when fully covered and 5 in Yellow...
