Arlinn doesn't Fetch if you have an empty hand

I just tried to Fetch Ulrich in a recent battle using her Call the Pack ability. I had no cards in my hand and it refused to trigger. I had enough loyalty to trigger it. The next turn, I had a card in my hand, and it triggered as normal.
