Just musing a feature request I've thought of for a while. I'm a 5 star player who has such legendary characters such as Devil Dinosaur and Howard the Duck champed. 1-2 times a year I get a few extra levels and they are boosted, and with my scaling, I can use them. Normally, I can't use them at all, as their levels are too low to hold up to the typical teams I face in pvp / pve.
My question is - would these characters not be more valuable, and people would want their covers more, if they were part of the regular boosted rotation? Fair to say, you can only get Duck covers during his events, but when you do, if he was regularly boosted you could benefit more from participating and pushing in the annual versus tournaments.
Example - I may use Carol boosted in pvp, but I'd never use her when she isn't boosted. I might use Howard if he were boosted in more pvp's, I might even use Dino in a pve level, but now the opportunity never presents itself.
