Black Panther 5* black TU broken?

BP black TU seems to be completely broken. I used it against a PvE node and neither the target or anybody else on the other side took any bonus damage from anything I did. Matches, skills, nothing.

Edit: I was told that the random damage from BP was due to OML activating his red, but BP did the bonus damage before the animation or even the strikes showed up... kind of silly.
