Order of rewarded covers for newly released characters

For a new character release, wouldnt it be nicer to have the order of the covers being rewarded be predetermined instead of just rolling the tinykitty RNG and ending up with utterly useless builds (i.e. 0/0/3).
As an example, lets say you have a blue/red/yellow character. Give out the blue cover for top100 in PVE, make the progression reward in PVE be red, make the progression in his PVP be yellow.
That way you'd end up with a 1/1/1 character which would be probably more interesting to use and maybe more useful albeit not by much.
Its a small thing but it would be an improvement on the current random distribution.
