4* character stores

Would it be possible to put a new permanent store in with the older 4* characters, the way the game is at the moment I can only get covers for 3 of my 16 4* star characters, and even half of my 3* characters have gone from the stores, so I can't advance those characters either. I'm basically wasting my time playing as I won't advance any of my characters.
