Alliance membership question

Ok, so I recently helped my alliance expand its roster. The spot was promptly taken up by someone whose highest character was levels 20 (MBW) and 18 (IM 35) and has 4 2-3* characters, none of which is over level 10, except Bagman. I'm not my alliance's head honcho (but I am a commander), but I don't want a spot taken up by someone whose roster hasn't changed in four days either. If this person made progress towards bettering their roster (at least filling it out with 1* covers), I'd be fine with their inclusion in the alliance. What do I do?

    Change Your Alliance to private, this way no random people can join Your alliance immediately.

    You will have possible applicants queued under your members and you'll be able to check their rosters and accept as you wish.

    As for this random person - I think You shouldn't bother and just kick them. if they aren't contributing to the alliance, why you should feel bad about it?
