Why is Doctor Octopus considered one of the worst 3 stars?

looking at his powers they don't seem so far less than other 3 star?

    His black is groovy, his green tries to do too many things at once and ends up being pretty poor at all of them, and his blue is your cast-in-gold solution if you're consistently thwarted by 1* or 3* Storm - a problem not many people have. He's also a victim of power creep - his powers are overpriced in the current meta, and his blue reliably gives you a weaker, double-costed Illusions with no extra benefit unless the board is saturated with enemy tiles.

    Puce Moose pretty much covers it. Doc Ock has a few uses against special tile spammers, but there aren't all that many of them; against them his black and blue are awesome, against anybody else his black is useless, his blue is a bad version of Illusions, and his green.... well, his green was never his strength. He was a good help against Carnage, but since they nerfed Carnage, I've not seen an enemy team where there aren't better 3* options that poor Otto Octavius. 

    It's too bad; there are not enough decent villains in this game; at the 3* level, it's really just Doom, Mags and Daken.

    Just look at what most other 3*s do with as much AP as his green costs or close. Kamala, for example, deals almost 3 times as much damage (and she self-accelerates!) The tacked-on benefits don't even get close to making it up.

    He's a very heavy utility specialist in a game that rewards brute force and speed. Even against tile spammers he isn't always useful due to the high cost of his blue power. And, as others have mentioned, his green is an unfocused mess that doesn't really do much of anything.

    Poor Ock sits on my bench until Venom Bomb inevitably rolls around and then him, Patch, and IM40 tear those freaks apart.

    Of course he's also IN Venom Bomb, and Doc Ock mirror matches are painful, especially when he's being fed 4 green AP every turn. Sure it's not a very good power, but when you get to use it every 3 turns...

    Doc Ok fills one of those niches that never really got built up in his ranking. At best he's a hard counter to Blade, but in PVP he's so easy to get around it's rarely a good idea to bring him unless you have to. As it's already been said, his black is his only 'good' power, and it's purely situational, while his blue is a come-back power and his green is trash.

    And this is all coming from someone who actually likes Doc Ok. Pre-Strange he was my go-to 3* for dealing with the low tier PvE nodes since his black triggers off CD tiles. I still say he's a decent choice for hoards and is a good answer to Dakens, 2* Bullseyes, and goons, especially symbiotes, hands, and Ultron drones.

    He's too situational to be good, but I'll still take him over the likes of Sentry or Psylock.

    I've always been a fan, while admitting that he could use some buffing for sure. BUT,
    Now with Medusa building green & blue AP more quickly and easily - when you match enemy tiles - which of course procs Doc's own attack tiles. 
    So, bring a good R/Y/Black user, especially Nova because of his strikes, and this team is quite funficient. 
    Doc's green is underrated. I wish it did more damage, but the stun & AoE, tile buff, plus stealing 2 green, is pretty great.
    Don't forget, enemy CD'S count toward his insult to injury as well as other specials. 

    So in summary, he can be good vs special tile users [storm black, 3Mags yellow, falcon purple, Daken, Blade..]  but there's other characters that do much more with blue & green AP in the 3* tier.

    I think this is the key point. There are some REALLY good green and (now more than ever) Blue powers in the 3* tier, and (not coincidentally) some pretty darn good Green AP feeders.

    In short, he's a fairly good - maybe even very good - solution for a problem that basically no one has. Riri is playing in a similar space in the 4* tier and has gotten about the same reception.
