How much CP should I hoard before pulling?

So I'm currently sitting on 1921 CP with 4405 HP (and three maxed 2*s I could sell, so very close to 8 slots available) and 1,906,418 ISO. I currently have 2 Latest Legends, 1 No More Guns, 1 Red Room, and 1 Bag of Tricks. I have about 215 Sweet Tacos that I will pull right before they change the DDQ vault so I can get as much HP as possible, up to 4000HP.

I am missing 9 of the 5*s but have every other character rostered (except 1*s). Until I get enough slots for all the 5*s, I won't even think about using my CPs.

BUT, when I have enough slots for all the characters, what is the sweet spot of CP to use? I'm obviously going to spend all the CP on Classic Legends. So is it 2000 CP so I can get 100 tokens? Do I need to wait for a bigger pile?

Also, who should my bonus hero 5* be? I know he's been neutered, but I'm still considering OML for his PVE and Thanos usage. But I've heard Black Bolt and Thanos are better. 

As for my bonus 4*, I'm going with Peggy until I get all her covers, then will switch to other high tier vaulted 4*s. But I'll still take advice on these too!

Firstly, roster spots get more expensive, until they are 1,000 HP each.  Use the HP exclusively on roster slots.

Secondly, if you're pulling classics you must still be building your 4stars, which is fine but it changes the strategy a little. 100 pulls will likely not be enough to max any 1 5-star.  You don't have enough ISO to max all the latest 12, so my suggestion is; START OPENING, when you hit a 14th (4-star) cover, max them, this will cost ~400k ISO, so you can do this roughly 5 times.  Then STOP.  Until you get enough ISO to continue to open LT so no covers are wasted.  OR If you by some miracle open open enough new toons to exhaust your HP before ISO then also STOP, until you can afford the next roster spot. 

Tertiary, Peggy is a great 4-start bonus choice, depending on who else you have and/or play with, any of the top 5 will do;  Hulk Buster, Peggy, Ice Man, Jean Grey, Cyclops.  I don't have alot of 5-star experience, but I would steer away from OML unless you've already got him started or nearly done e.g 4/4/4.  Since you won't be maxing any 5 star, my vote would be for Thanos, you'll get the most milage tearing through seed pvp and trivial pve nodes.

TLDR; No sense in waiting at this stage, start opening and stop when you run out of ISO or HP.

P.S If you intend to skip the 4-star transition.  Save 6M ISO and 300 Latest pulls.  This will yield ~ 3 (latest) maxed 5-stars and 12 maxed 4-stars.

Hendross gave some good advice, but I would like to add that there is one benefit in waiting for more CP. There's a chance that you might get 6th cover in one color and you can't champ the character, and that cover eventually gets wasted. With huge pile of CP you can lessen the chance of that happening, because eventually you should get other colors too.
