Buy coins but they do not appear on account

I bring up the issue of buying coins in the game and I'll immediately get a receipt from Goggle Play but I'll be met with a message, "Your purchase could not be completed." This has happened now 2 times with a three day period. I am very upset because I tried to buy them when I can. I do not have money to just toss around.
