Why does the scroll wheel not work?

The scroll wheel on my mouse works on almost every website I go, but not for this forum. Is it like that for others as well? Just me?

It's a one-two punch of the (1) massive banner and then (2) not being able to quickly scroll away from it. Instead, I need to switch to the arrow keys or grip the slider on the right side of the window, which are both slow and cumbersome.
