The Quarantine Suggestion

Lots of people believe that 5 stars and 4 stars at the beginning of the game can negatively effect scaling for new players requiring them to sell off covers they might never see every again. What if you had the ability to mark characters as quarantined, they would not be usable and would not effect scaling and you could not remove them from quarantine either for a time period or until you got another cover on that character. PS , the scaling system is too convoluted, complex and stinks. Thank you.
