leveling up cards?

I was so disappointed when my caterpie(caustic caterpillar)
got mastered but did not level up. leveling up cards can
add a whole new world of variation. it can also be used to
help solve the dupes by requiring them in the level up
process. similarly excess runes. slight buffs can be added
for leveled up cards.
