3 star coins not giving 3 star characters

It is true that 3 stars coin only give a chance of 3 stars and not 100%?

That is what customer service told me.

Please note that the 3 star token does not guarantee a 3 star, there is a chance to get one but it is not 100%.

    Just spent 5 minutes of my life trying to read the dialogue in your sig and now I want them back!
