    Were the other two people on your team downed?
    I know I am surprised from time to time when I only get two (or one) countdown and then I notice/remember that someone else is down and out.

    Most likely as mentioned that both your other teammates are down, but also could be due to there being no free basic blue tiles left to generate the CD.
