4* Scaling

There have been threads about this in other areas of the forums but I don't think we've heard anything official. I'd really just like to know if this is a bug or if it's working as intended.

I have 5 champed 4*s. Regardless of how many are boosted, the enemy levels cap out at 319 in the final node. 2 characters boosted - 319. 0 characters boosted - 319. Doesn't matter.

I thought that the scaling algorithm took boosts into consideration but it doesn't - either by design or because it's broken. I'd just like to know which por favor.
