Bag Man's "Snarky Remark" broken

I've found that Bag Man's "Snarky Remark" skill seems to not be working correctly for me. The skill level is 1, which tells me this:

The wise-cracking web-head befuddles his foe, increasing the timer on a selected Countdown tile by 1 plus 1 for every Web tile (up to 10). Turns all Web tiles to basic tiles.

After activating "Switcheroo" and creating 2 web tiles on the board, I'd expect Snarky Remark to increase a countdown tile by 3 (1 + 2 web tiles). However, it only increases the countdown by one, no matter how many web tiles (either mine or the enemy's) there are on the board.

Has anyone else noticed this?

heh, true, but he's one of my best options for the Heroic Mode events (shows you how far I am into the game -- I've been spending my time playing P&D for the past year).

My heroic mode options are a one cover Torch and maxed out IM35 and MStorm. I have two other 2* I could use, but they don't have enough covers to be of use.
